The youth advocate and policy strategist laid out plans for dual-enrollment workforce pipelines, tourism tax revenue from hotel development, stadium traffic relief and enhanced neighborhood oversight.
For Dr. Lavern Deer, the race for Miami Gardens City Council Residential Area Seat 2 is about accountability and showing up. She’s built her public identity around community advocacy, traveling to Tallahassee and Washington, D.C., to lobby on behalf of local issues, and leading developmental programs for youth across South Florida. She believes that same hands-on advocacy is what she will bring to City Hall.
Deer is seeking the nonpartisan seat to represent Residential Area Seat 2. During an interview on Hy-Lo News, Deer described herself as a dedicated advocate whose background in policy creation and youth mentorship has prepared her to deliver results not rhetoric.
“I call myself an advocate. I am not a politician,” Deer said. “I am not running because I want a seat in City Hall. I am running because Residential Area Seat 2 needs leadership that will listen, be responsive, and produce results.”
In the community, Deer is known for her work teaching emotional intelligence and life skills to Miami Gardens youth. She pointed to her professional experience writing and reviewing policy as a key asset, arguing that City Hall needs leadership equipped to review aging municipal ordinances and provide genuine oversight.
Her economic vision focuses heavily on investing in the city’s youth as the primary engine for growth. Deer proposed expanding workforce training, vocational programs, and internships for middle and high school students through public-private partnerships and dual-enrollment opportunities.
“Our youth is our priority,” Deer said. “When you invest in our youth, that is the future of economic development.”
Deer also noted that Miami Gardens is missing out on crucial tourism revenue due to a lack of hotel accommodations. She committed to ensuring planned hotel developments reach completion so the city can capture “heads in beds” tax revenue during major national and international events.
Traffic around Hard Rock Stadium remains another major quality-of-life issue for nearby neighborhood residents. While acknowledging the stadium as one of the city’s highest tax revenue drivers, Deer emphasized that major events like Formula 1, tennis tournaments, and soccer matches bring significant congestion and disruption to residents.
Her proposed response includes reviving mass transit connection efforts, such as the North Corridor rail project, to connect Downtown Miami to Miami Gardens and remove event traffic from local roads. She plans to collaborate with regional partners, including Miami-Dade County Commission District 1 Commissioner Oliver G. Gilbert III, to advance transportation solutions.
On the topic of resident relations, Deer emphasized that elected officials must remember their true role in local government. Pointing to her immediate intervention when a resident faced a dangerous power pole hazard, she noted that effective advocacy does not wait for an official title.
“When you look at the city’s org chart, the residents are at the top,” Deer said. “They are the boss.”
Miami Gardens’ municipal election is scheduled for Tuesday, Aug. 18, 2026. Because Seat 2 is a residential area seat, voters should confirm that they live within the district and verify their registration and polling information with the Miami-Dade County Supervisor of Elections.
