The Alternative Programs, Inc. Celebrates 40 Years of Impact in Miami-Dade County; Program Launched by Miami Icon Georgia Jones-Ayers as a Response to 1980 McDuffie Riot in Miami

A legacy rooted in one of Miami’s most painful chapters is now marking a major milestone. The Alternative Programs, Inc. (TAP) will celebrate 40 years of impact in Miami-Dade County with an anniversary event scheduled for Wednesday, May 6, 2026, at the Richard E. Gerstein Justice Building.

The moment is both a celebration and a reflection on how far the community has come since the 1980 McDuffie riots, a turning point in Miami’s history that exposed deep racial and economic inequities. The unrest erupted across several Black neighborhoods after Arthur McDuffie, a Black businessman, was beaten to death by white police officers who were later acquitted by an all-white jury. The riots, fueled by years of economic and social disenfranchisement, devastated parts of Miami’s Black community and forced local leaders to confront systemic failures in the justice system.

Out of that crisis came action.

In the years that followed, civic leader Georgia Jones-Ayers partnered with then–Miami-Dade State Attorney Janet Reno to rethink how the justice system treated non-violent, low-income offenders. By 1986, that work formally took shape as The Alternative Programs, Inc., creating a pathway for individuals to be released from jail under supervision while receiving social services instead of remaining incarcerated simply because they could not afford bail.

Now, four decades later, TAP continues to stand at the intersection of justice reform and community support.

For 40 years, the organization has provided no-cash bail alternatives through pre-trial release, intervention and rehabilitation services for adults and at-risk youth. Its work has centered on reducing recidivism while promoting second chances and long-term stability for individuals navigating the justice system.

“TAP was built on the idea that true public safety comes from opportunity, not just enforcement,” said Kenneth Kilpatrick, Executive Director of The Alternative Programs, Inc. “Over the past four decades, we’ve evolved to address not only intervention, but prevention, equipping young people and families with the tools they need to succeed before a crisis occurs. This anniversary underscores both our legacy of impact and our responsibility to continue innovating solutions that break cycles and strengthen communities for generations to come.”

The anniversary celebration, taking place from noon to 2 p.m., will bring together community leaders, partners and supporters for an afternoon centered on recognition, reflection and connection. Organizers say the event will highlight both the organization’s history and its continued role in shaping a more equitable justice system in South Florida.

“For 40 years, TAP has quietly but powerfully changed the trajectory of lives across Miami-Dade,” said Bea Hines, Board Member of The Alternative Programs, Inc. “This organization meets people where they are at some of their most challenging moments and helps redirect them toward stability and purpose. What makes TAP special is its human-centered approach: seeing potential where others may see obstacles. As we mark this milestone, it’s important to recognize that this work is ongoing and essential to the future of our community.”

The event is free to attend but requires advance RSVP due to limited seating.

As TAP looks ahead, its mission remains focused on expanding services and deepening its impact, continuing to serve as a leader in justice reform while addressing the root causes that once led to unrest in Miami’s Black communities.
