New Miami Townhomes Bring Opportunity and Affordable Housing in Historic Black Neighborhood Richmond Heights 

Construction is underway on a new affordable housing project in Vice Chairman Kionne McGhee’s District 9, marking an important step toward creating stable, thriving neighborhoods in the community. 

The project, made possible through a partnership with the Black Business Investment Fund (BBIF) and J.L. Brown Development, will fund new luxury townhomes designed to provide families with safe, quality housing. Beyond constructing homes, the initiative aims to foster community connections and opportunities for growth. 

“This development isn’t just about 3- and 4-bedroom luxury townhomes; it’s about creating true opportunity for families,” said Vice Chairman Kionne McGhee in a Facebook post. “The homes are thoughtfully designed for modern life—open living spaces, flexible rooms for work or study, and plenty of natural light—built with quality materials and durable craftsmanship. Energy-efficient systems and smart finishes mean long-term savings and comfort for residents.”

“Since 2020, more than 5,700 affordable units have been built in Miami-Dade, with 11,000 more in the pipeline,” wrote Mayor Daniella Levine Cava in a LinkedIn post. 

The Miami-Dade Economic Advocacy Trust (MDEAT) has been a crucial partner in this endeavor, providing funding through its Housing Division. MDEAT’s programs offer zero-interest deferred loans to low- and moderate-income homebuyers to assist with down payments and closing costs. These efforts are part of a broader strategy to address the county’s affordable housing shortage, which currently exceeds 90,000 units. 

J.L. Brown Development, led by James Lamar Brown Jr., has been a cornerstone in Miami’s real estate development scene since its establishment in 2000. With over two decades of experience, the company has been instrumental in developing affordable housing projects in underserved communities, including the Infill Housing Program in District 9. 

This latest project carries even deeper significance because District 9 encompasses Richmond Heights, a historically Black neighborhood in Miami. Many Black World War II veterans settled there and were able to secure housing despite racial discrimination. 

According to the U.S. Census Bureau, approximately 39,244 veterans reside in the area, with a significant portion being older adults who have contributed to the community’s development over the decades. 

The announcement has already garnered strong support from residents. One community member commented on Instagram, “The Browns so deserved the great outpouring of support! You chose champions of the community. Thank you, MDEAT, and all who supported them.”

Another resident shared their excitement: “I love it … we need more. Let’s energize our folks to build great neighborhoods! I’m a straight product of the Heights. I LOVE IT. Congrats to the Browns.”
