Miami-Dade Mayor Daniella Levine Cava Vetoes Wetland Development; Commissioners Reset Vote for March

According to AOL, Miami-Dade Mayor Daniella Levine Cava is standing her ground in a high-stakes environmental standoff. The Mayor has blocked—for now—a proposed commercial complex off State Road 836, a project that was approved by county commissioners last month and then vetoed by her office on February 1. 

On Wednesday, February 18, 2026, the Miami-Dade Board of County Commissioners met to decide the fate of the Mayor’s veto. To override the veto, a two-thirds majority—or nine votes—is required.

Rather than trying to override the veto immediately, commissioners backing the plan opted to use a procedural maneuver to reset the process. They voted to reconsider their January 22 approval of the proposed Kelly Tractor headquarters at a later date. This redo means the proposal remains alive and is expected to return to the commission in March, though it remains unclear if the developer can reach a compromise or if there are enough votes to override a second veto.

The proposal involves moving the Urban Development Boundary (UDB)—a line established in 1983 to shield the Everglades and agricultural land from urban sprawl. The site in question consists of 246 acres located off Northwest 137th Avenue in South Miami.

During a Tuesday press conference, Mayor Levine Cava urged the Board to reconsider their support:

“The Urban Development Boundary exists for a reason,” Levine Cava said to WSVN. “Growth must be responsible. It cannot be unbridled. Tomorrow, the commissioners will cast their votes, and I am asking them to listen to the people they represent, to read the editorials, to consider the resolutions that were passed by cities and towns.”

Environmentalists and county planners warn that paving these specific wetlands would destroy vital habitats and compromise the North Trail Basin’s ability to recharge drinking water and mitigate flooding. However, supporters argue the move is essential for the county’s industrial base. 

According to WLRN, Commissioner Oliver Gilbert stated: 

 ”Your point fundamentally is that you don’t want the functional expansion of [the urban development boundary] based on very specific parcels via the text amendment process. That point cannot be remedied with [Kelly Tractor’s] negotiations.”

With the application slated to return in March, the county remains at a crossroads between immediate industrial scaling and the long-term protection of its natural resources.
